A friend in Germany can't access files on that server. I'm just trying to figure out what the hell is up / if anyone else in the world can't (it is a national ISP provided host space -- possibly operated by Google, so this is weird)

Google is known for censoring website to various countries (China for example). Though I'm not sure if this is the case. Other factors include: Is he firewalled? Is he Proxied (Is this Google thing a proxy)? Does he have Peerguardian or something that blocks connections? Is he proxied without knowing (I remember once IE turned on proxy for some odd reason)

Yeah, I've kinda gone over these things. None seems too likely. Part of the net being inaccessible (crucial router down) might be a reason as well.
Just seems odd. I kinda wondered if the host might be blocking international access, just because international laws are non-standardized.
